There are a couple of issues I have with that information, but as a general overview, it's fairly solid.
First off, as mages you should be macroswapping regardless of inventory space. There's really no excuse not to. If you need more inventory space; then manage your inventory better. I manage to carry 52 Red Mage items into battle, and while I don't expect that everyone have a piece of gear on hand for literally everything they'll do, the point is that if I can do it and it manages to take up almost my entire maximum inventory - anyone can do it for a mere 30-40 pieces.
The statement that excess skill is not useful is a load of bollocks, as well. It's true that if you land a spell at 260 enfeebling, you may not need the extra enfeebling skill to do so - however, additional skill also reduces the chance of a partial resist, which reduces effect duration. So the same reasoning applies here ; there is no reason not to swap in the extra gear to do it when you get an extra effect out of it.
The basic rule of thumb you should follow is Skill > Attributes > M.Acc. The single reason that Magic Accuracy isn't very useful is because you never really see it in sufficient ammounts to override the effect of +skill found on other pieces of gear worn in the same slot. The case of wise gear has been argued endlessly, but in the end, the cap is one of the only useful pieces, and it marginally beats elite berret (and ties with elite +1.) For all other purposes, either Warlock's or Duelists' Chapeaus would better serve you.
Thanks for the link, like I said... most of the information is pretty reliable, so it's a good 'introductary course' for non-mages, or people that don't really play the job but want to learn more about the way that magic functions in the game.
