I have often been asked questions about chi blast, both from monks and non-monks. So, I figured this was something easy to take the last 20 minutes of my workday.
When do we get chi blast?
41, but honestly, it doesn't matter. You don't really need to be using it for much until you are into end-game stuff. The only use I had for it in xp was to finish off a mob.
Should I carry chi gear for xp?
Do you pull hate already? Sure, there are times where unleashing a fully boosted chi might be reasonable, such as setting up for SATA. But in general, it's not worth worrying about. It will just cause hate to be an issue through the fight.
What does damage depend on?
MND is the only stat. # of boosts modifies damage. It can be resisted just like magic, and the cumulative magic resistance affects chi damage.
Max Damage with Temple Gloves is 10*your total MND.
So how many times do I boost?
Well, from your first boost, you have a 3 minute timer until it wears off. That means that if you were perfect, you would boost the 13th time right as boost wears. Well, obviously that can't happen, but I say that to show that 12 boosts is well within the realm of possibility. One thing to note is that boosting should always be done in a macro. Using the menus adds a second or 2 of lag time. Add that up, and you lost a boost over your 3 minutes.

/echo boost in 4
/wait 4
/echo boost ready
Why 2 echo lines? Well, what's going to happen is during a laggy fight, you're going to spam that macro, so you'll probably hit it a couple times after. If you only had a wait 15, your echo wouldn't show up until a second or 2 after boost was ready. Gotta be efficient, remember, you have to get in range and chi before it wears. I can usually hit my last boost with 7-10 seconds to spare.
Some people prefer separate counters for their boost macros. I'll admit, I lose count once in awhile, but my macro palette has many other handy things that I won't give up, stoneskin, blink, /join, /disband, /tells with how long till boost wears, etc.

Weapon: Kirin's Pole(10), Faith Baghnaks(7), Pride Staff(7)
Head: Temple Crown/+1(5/8)
Ammo: forget the name, I'll fill in later, RSE ammo
Body: Kirin's Osode(10), Justaucorps(3)
Hands: Devotee's Mitts/+1(5/6) (your chi macro should equip these)
Ear: Geist(1)
Ring: The blue ones(4/5)
Neck: Promise Badge(5)
Feet: Suzaku's Sune-Ate(15)
Legs: Hume RSE(3), Temple Hose+1(4)
Waist: Twinthread Obi/+1(2/3), Al Zahbi/Moon Sash(2/3)
Back: Melee Cape(5), RK Mantle(2)

Whm will give you the highest mnd, as well as some other benefits during chi fights. Blink is very handy against kirin. Stoneskin doesn't do all that much, and if you have no refresher, may not be worth the mp. Erase is also important for Kirin. Since you will be dropping out of the alliance, once you pull hate, you will need to be able to take deadly hold off quickly, or you will die.
Mnk/Brd gets 71 Mnd with mnd song, 1 less than mnk/whm. So a difference of 1 mnd, and of course a few nifty spells are lost. But you also get Ballad(40 mp) and Paeons, /shrug.
Just throwing /brd out there as a viable sub without compensating mnd. On top of being able to ballad other mnks, can also give them that +3 etude >.>
NIN: lower mind = lower damage. More survivability than /whm, giving you the ability to kite more safely. The other advantage to nin is that you can fight normal as well. Even though I chi most demi's, I come /nin these days just to be of use fighting pots or dolls.
Probably some gear errors. Meh.
