Enhancing sword is WAY down in price, by the way. It's been going for 18-20m for months.
What else can I say about it? I've been dreaming about this sword since I was a meek level 5 RDM. In the end, it's one of those items you have to be crazy-dedicated to own, and for many people, it just isn't worth the effort. Maybe some day I'll try to camp it... but the drop rate on this is very low; about 5-8% from the testimonials given. On a mob with such a lage repop time... that's just painful. The ONLY good news is that it has a relatively small window; so the maximum time spent camping under the assumption you will recieve one sword for twenty attemps is 'only' 60 hours (that's about 55.6k per party member return for a group of 6.)
That said, it's a very nice sword for RDM. The latent effect is triggered when any Enspell is cast. In terms of flat DPS, this sword is above average, but not spectacular (Mensur Epee takes the cake in solo play, after Excalibur. Joyeuse was third, I believe.) The accuracy and attack boosts speak for themselves, but the enspell damage is spectacular too. +5 allows for a cap around +26 enspell damage, and from what I've read, the enhancement affects both weapons when dual wielded. That's an extra 10 damage per attack round that connects; which isn't affected by the mob's defense.

Joyeuse Damage Per Second (DPS): 9.38 TP Per Hit: 6.1% * 1.5 Hits/round = 9.15TP/round (Joy has alittle over 50% proc rate, my proc is closer to 75%)
Joyeuse please. Also, the DPS # is assuming no proc, so thats honestly higher on Joyeuse as well.

Mensur Epee has a hidden effect: DMG is 47 in solo play and lowers by 2 for each party member to a minimum cap at the sword's normal damage of 39. 47/224 * 60 = 12.59 DPS.
That's the highest flat damage on any RDM sword in the game short of Excalibur; barring additional effects. Yes, when you take Joyeuse's chance to get an additional hit into effect, it about 1.48 DPS higher than Mensur Epee (using your proc% est of 50%,) ; however, Mensur Epee would be the clear choice for your main hand weapon in dual-wielding.
The reason you would want to own Mensur Epee is for the flat damage for WS; it beats the crap out of pretty much any other RDM sword availble for that function. Joyeuse is THE offhand weapon for RDM short of owning a Kraken club. So in effect, they serve two different purposes (just wanted to point that out, functionally, it's very different from Joyeuse main-hand with single-wield.)

One other thing to point out:
These DPS calculations assume that a RDM isn't using any enspells. Since enspells proc every hit, speed is, of course, the highest factor in determining the maximum damage potential it has over a span of time (after direct enhancements to enspell damage.)
Let's assume a hard cap of 21 Enspell damage for this model, which is easily attainable by swapping in some enhancing gear with capped skill.
Enhancing Sword: Enspell: 21+5 / 240 * 60 = 6.50 DPS Mensur Epee: Enspell: 21 / 224 * 60 = 5.63 DPS Joyeuse: Enspell: 1.5 * (21 / 224 * 60) = 8.45 DPS
With the addition of Enspells: (using Joyeuse's additional effect here for more accurate model)
Enhancing Sword: DPS + Enspell: 10 + 6.50 = 16.50 DPS Mensur Epee: DPS + Enspell: 12.59 + 5.63 = 18.22 DPS Joyeuse: DPS + Enspell: 14.06 + 8.45 = 22.51 DPS
Excluding Excalibur, Joyeuse remains the second highest DPS sword equippable by Red Mages, followed by Mensur Epee and Enhancing Sword.
The trick here is that all three are more useful than the other two situationally. Enhancing Sword will consistantly outperform the other two against mobs we can't break DEF/Attack cap on, while Mensur Epee is the strongest WS sword for single hand and Joyeuse offers the highest DPS against mobs we can break the defense cap on.
Just some food for thought.

Simple number crunch from reading the face of the items' descriptions for the most part, Rome. In the case of the Mensur Epee's hidden effect, there have been several threads on it - but it's still a brand new item and not a lot of people have it to test it.
From the parses I've seen on it - it appears that this is indeed the case. However, I withhold judgement on it until I have one for myself (I've been trying to work on that for the last two weeks, haven't had any luck on the AH and haven't had a lot of time to build IS for an ISNM 3k fight.)
The hidden effect is supposedly based on the effect behind Company sword, so it's not really a new idea. It wouldn't surprise me if they existed, it's just difficult to prove until a lot of people own the sword.
If you think about it, it makes sense. The listed flat damage on it is respectable, but doesn't seem to follow the rest of the new weapons SE has placed into the hands of higher levels recently. The sword has absolutely no other listed statistics... it makes you wonder. What else is behind it?
I plan on running some parse tests after I get one, I'll check back in on the damage then. Until then, concensus seems to be that the effect exists; now the debate is on how high the damage is, exactly.

By the way, Enhancing sword falls into the category of items that were considered exceptional for their time... almost three years ago. Since then, several swords have been added to the RDM aresenal which match or exceed the damage on this sword. It's mostly a status piece now. That explains the relatively low DPS (GREAT latent stats on it,) given the difficulty of obtaining the item.

Checked AH price today; Enhancing sword value has plummeted to 10 million. Gilsellers are trying to sell them in /shouts to try and bump it back up.

Joyeuse > Martial Analace in terms of TP growth when considering the double attack. Martial Analace will outpace just about anything else, but honestly, the only two skills RDM is going to want to grind to 300% quickly on are Spirits Within and either Vorpal or Savage Blade depending on your sub.
I did up to 1,122 damage with Savage Blade last night on Goblin Wolfman, but still averaged around 600-700 damage with only about 150% TP. I'd say very useful situationally, but less useful for RDM than, say, Paladin situationally.
